AlloyDB Express Clusters & Breaking Observability Changes

This update introduces the expressConfig property to the Cluster schema, allowing you to configure and enable AlloyDB Express clusters. This is a new capability for managing your AlloyDB deployments.

Crucially, this update includes breaking changes: the observabilityInstanceInfo and queryInsightsInfo properties within the Instance schema, along with all their sub-properties in ObservabilityInstanceInfo and QueryInsightsInstanceInfo (e.g., enabled, maxQueryStringLength, recordApplicationTags), have been made read-only. This means any existing code attempting to set or modify these properties will now fail and must be updated to reflect their immutable, output-only status. These fields now provide effective settings rather than configurable ones.

Additionally, the trackActiveQueryPlan property within ObservabilityInstanceInfo is now formally marked as deprecated in the schema, reinforcing previous guidance to migrate away from its use.
