A significant new capability has been added to the Cloud Billing Budgets API: the GoogleCloudBillingBudgetsV1Budget schema now includes an optional spendCap property. This new GoogleCloudBillingBudgetsV1SpendCap schema allows you to configure and manage spending limits.
Key properties of SpendCap include inputState, which you can set to CONFIGURED to activate the cap or AWAITING_NEXT_PERIOD to lift an enforced cap. The outputState and reconciling fields are strictly output-only, providing the actual state and processing status of the spend cap. Attempts to set these fields will result in an error.
Be aware that enabling a spendCap introduces new restrictions on other budget properties: ownershipScope must be OWNERSHIP_SCOPE_UNSPECIFIED or ALL_USERS (not BILLING_ACCOUNT), and spendBasis cannot be FORECASTED_SPEND within ThresholdRule.
